LOCATION : Aden, with frequent visits to southern Yemen Governorates

Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care. The WASH EP&R Manager has a vital role to play in improving access to safe water and sanitation for the target population, and improving hygiene behaviour.

This involves effectively managing the assigned WASH project(s) in line with the objectives, budget and timeframe laid down in the proposal(s), with a focus on emergency preparedness and response. The role also includes enhancing beneficiary participation, managing and training local staff and planning and initiating new WASH projects / proposals


Based in the Aden Office, the WASH EP&R Manager will be responsible for implementing emergency water, sanitation and hygiene activities funded by international donors. All projects must be in coordination with the relevant local authorities and the relevant UN Clusters. Project activities will include the design, construction/rehabilitation of IDP and community water systems; water trucking; water quality monitoring; sanitation activities; hygiene activities and solid waste management. This includes capacity-building and training of Government and community structures. Support will also be required for WASH in health facilities and water safety planning. Where possible, WASH projects should be part of Integrated Famine Risk Reduction (IFRR) programming. Medair aims to work in forgotten or hard-to-reach places where other partners are not on the ground.

Technical WASH Management

  • Be responsible for the implementation, management, supervision and support of the assigned WASH project(s) in line with the activity plan and time frame of the relevant project proposal(s) and any applicable national and international guidelines and standards
  • Carry out technical assessments of agreed implementation locations
  • Seek out emergency preparedness and response WASH projects for Medair to intervene in
  • Compile and/or review BoQs with costs and designs/technical drawings for all water and sanitation structures, and hygiene activities
  • Manage and supervise the quality construction of all water and sanitation structures, ensuring good maintenance and sustainable processes are put in place. The needs of disabled, elderly, women and children should be taken into account in all project designs
  • in collaboration with the MEAL team, ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, with reports being made to the relevant managers
  • Work towards the continual improvement of the processes and the technical implementation of the WASH programmes
  • Provide input into the integration of beneficiary participation, feedback and accountability in all aspects of the project
  • Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by managers, HQ and donors
  • Assess existing water, sanitation, and hygiene promotion activities in the assigned area(s) and recommend actions to be taken. This should include activities, costs and timescales.
  • Input into the development of the country strategy, new projects and/or donor proposals as requested by managers and HQ

Staff Management

  • Manage and oversee the assigned WASH team including recruitment, day-to-day management, development and training, appraisals, etc.
  • Hold regular team meetings with the assigned WASH team, reviewing team and individual objectives against project actives, budget and timeframes, ensuring team members are kept informed of issues relevant to their work and providing an opportunity for feedback
  • Ensure the assigned WASH team members receive relevant and appropriate supervision, coaching, mentoring and training in order to develop their personal and professional skills, knowledge and understanding. This may be through on-the-job training and taught sessions
  • Promote the health and security of the WASH team by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices
  • On occasions work with casual labour (including hiring, co-ordinating workload and payment) to achieve specific, time-bound tasks

Financial Management

  • Work with the relevant field managers to plan, construct and manage WASH budgets for the assigned WASH project(s)
  • Approve purchase requests and payments
  • Coordinate and oversee petty cash requirements of the assigned WASH team, ensuring all required paperwork is completed accurately and in a timely manner

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned WASH team, Medair in-country and HQ WASH Managers and advisers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs)
  • Represent Medair at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs


  • Manage the correct and timely ordering (within budgetary constraints) of all necessary WASH supplies and equipment for the assigned WASH activities, ensuring minimum stocks are maintained and items are stored and distributed correctly
  • Ensure the careful use, regular servicing and appropriate replacement of all WASH equipment, within budgetary constraints, for the assigned project(s)

Quality Management

  • Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
  • Implement, as far as is possible within operational constraints, relevant policies and standards relating to WASH service delivery including national, and international (e.g. Sphere and HAP) standards, donor guidelines and other good practice


  • Any other reasonable duties related to the above areas


  • Achievement of the assigned WASH project outcomes within the budget and the agreed time frame
  • Management of the relevant aspects of the WASH budget for the assigned WASH project(s)
  • Authorisation of expenditure on applicable budget lines up to $1,000
  • Filing and archiving of all required records and documents for the assigned WASH project(s) according to the requirements of Medair, donors and relevant local authorities
  • Line management of assigned WASH staff, including recruitment, performance monitoring, disciplinary action, etc.

Role Qualifications:





·BSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology

·MSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology


  • 3 years post-qualification professional experience in a WASH INGO context
  • Management experience in a WASH context



·Fluent English (spoken and written)



·Computer literate with good working knowledge of Microsoft Excel, Word and Outlook

·Experience using GIS and KOBO software

For the time being, this position will be based in the Medair Aden Office, with frequent field trips and travel. However, given the emergency nature of this response and the unpredictability of geographic locations of services, the base location for this project can change.

Working hours will be 08:00 to 16:00 with 30 minutes for lunch.

SALARY: According to Medair standard salary scale
